If you are using a different Layer Standard, I could see where having those layers would be annoying, particularly if there is no localized content available that uses layer names matching your standard. Every once in a while something will sneak into a drawing file and drag the G-Anno-Nplt and/or A-Anno-Scrn layer into it (usually a Material Definition, but not always).
